The 32-year-old Wales international Allen is a free agent after leaving Stoke City.
West Ham manager David Moyes has moved for Downes as he needs competition after seeing a £20m offer for Lille’s Amadou Onana rejected.
Palace are juggling options with the more expensive Wolves midfielder Morgan Gibbs-White also on their list of targets.

Meanwhile, the Hammers look set to win the race for free agent Jesse Lingard, who impressed at the club during his loan spell last season.
